The NSPM provides a comprehensive framework for cost-effectiveness assessment of distributed energy resources. The manual describes principles, concepts, and methodologies for sound, balanced assessment of resource cost-effectiveness. The Database of Screening Practices (DSP) provides information regarding state cost-effectiveness screening practices for ratepayer-funded electric and natural gas energy efficiency programs.
