Funded by E4TheFuture, this toolkit document articulates “lessons learned” from Connecticut’s process 2014-22 as the state sought to address health and safety barriers in low-income homes to enable participation in the federally-funded Weatherization Assistance Program and the utility-funded Home Energy Solutions Income-Eligible Program. It provides an overview of challenges that health and safety barriers create, and guidance for overcoming them.
