The purpose of this calculator is to calculate allowable incentive payments for retrofit projects pursued under the “measured” path of the Home Efficiency Rebates program as outlined in Section 50121 (c) of the Inflation Reduction Act of 2022 (H.R. 5376). This calculator is intended to be a tool for states and territories, and their implementers, to support the development and implementation of their HOMES programs. The calculator uses household energy consumption date from the 2020 Residential Energy Consumption Survey (RECS) provided by the U.S. Energy Information Administration (EIA).
