
Arizona Contractor Meeting Recap: August 27, 2025

On August 27, BPA reconvened energy efficiency contractors in Arizona for a timely conversation about the shifting policy landscape, including the latest on rebates, solar, tax credits, and the federal budget. Here’s a brief overview of what we discussed:
Solar for All
In a major update since our last meeting, the U.S. Environmental Protection Agency (EPA) has paused all Solar for All grants, including Arizona’s $156M award for solar deployment through the Governor’s Office of Resiliency. This shift stems from a recent reconciliation bill and has left awarded funds in limbo. While this may not be the final word, for now, project deployment is on hold.
Tax Credits
With the 25C, 25D, and 45L tax credits set to expire soon, the solar and energy efficiency sectors are facing a challenging transition. Short-term surges in heat pump and weatherization projects and solar leasing and other third-party ownership models may emerge, but long-term impacts are likely without the federal policy support. We shared insights on what may come next and how to prepare.
Home Energy Rebates
Unlike Solar for All, the rebate programs (HEAR and HOMES) remain intact. Efficiency Arizona continues deploying HEAR funding and is actively enrolling contractors. The upcoming guidance from DOE is expected to make participation easier for both contractors and customers. HOMES has yet to launch in Arizona, but we anticipate its debut next year and will issue updates as we receive them.
Annual Appropriations
Congress is currently in recess, so we do not have many new updates to share since our last meeting. We reviewed the state of funding for key programs like WAP, ENERGY STAR, and LIHEAP, and previewed what to expect when budget negotiations resume this fall.
