Low-Income Energy Efficiency Programs: A Baseline Assessment of Programs Serving the 51 Largest Cities

This white paper summarizes an ACEEE baseline assessment of electric and natural gas energy efficiency programs that target low-income households in the largest metropolitan statistical areas in the country. We surveyed over 70 electric and natural gas utilities on their 2015 low-income program spending, energy savings, customer participation, and best practices. Although the majority of these utilities do provide low-income programs, the offerings vary widely in terms of spending, savings, design, and delivery.
