Overview

The DOE has released a list of required elements states must include in their HOMES/HEAR Community Benefits Plans (CBPs).

The DOE has released a list of required elements states must include in their HOMES/HEAR Community Benefits Plans (CBPs). This list largely restates CBP requirements found in v1.1 of DOE’s Program Requirements & Application Instructions.

  • CBPs are just one subcomponent of the broader State Implementation Blueprints SEOs must submit to receive their second tranche of HOMES and HEAR funding.
    • State Implementation Blueprints are required to be submitted at least 60 days before planned program launch.
    • Nearly all states are still currently focused on submitting applications for their first tranche of funding, which does not require the submission of State Implementation Blueprints or CBPs.
