State Industry News

California – The California Air Resources Board (CARB) is hosting a series of listening sessions about potential new zero-emissions space and water heating standards. These standards are designed to reduce greenhouse gas emissions (GHG) and nitrogen oxide (NOx) emissions from new space and water heating systems sold in California. The proposed standards would not impact the use or repair of existing systems until those systems are replaced. The next two listening sessions will be October 28 and October 29, 2024. Also earlier this month, The California Energy Commission and U.S. Department of Energy announced the launch of the state’s first Home Energy Rebate program. Applications are now open for the first phase of the Home Electrification and Appliance Rebates (HEAR or HEEHRA in California), which will provide $80 million for low- and moderate-income (LMI) households to retrofit their homes with efficient electrification projects. Colorado – The Colorado Energy Office has partnered with Everblue to expand access to weatherization training. Contractors participating in the state’s Weatherization Assistance Program can get free access to Everblue’s online course catalog for 9 months. Some courses in this subscription include BPI BSP, BPI BA-T, BPI BA-P, BPI IDL, BPI MFBA, Retrofit Installer Technician/Crew Leader, RRP Lead Safe Certified Renovator, and Weatherization Assistant v10. Montana – The Montana Department of Environmental Quality (MDEQ) is hosting listening sessions to provide an overview of the Montana Home Energy Rebates Program, convey Montana’s timeline and next steps, and give people an opportunity to ask questions and provide feedback to their team, in real time. The next session will be Friday (tomorrow), October 25 at 11:30 MT. Learn more and register.

Pennsylvania – The Pennsylvania Department of Environmental Protection (DEP) is asking for your input as they develop their PA Home Energy Rebate Programs. The rebate programs will provide discounts to income-eligible PA residents for high efficiency home appliances and equipment, as well as funding for energy efficiency improvements to single- and multi-family homes. As a part of the engagement process, DEP has been conducting information sessions throughout October to convene with the public, discuss the development of the rebate programs, and incorporate feedback. The final session will be October 24 at 6pm ET. Register here.

Also, the Energy Efficiency Alliance is hosting a series of contractor network calls for energy efficiency and HVAC contractors in Pennsylvania to learn more about industry and policy developments that affect their work, from federal incentives and tax benefits to workforce training opportunities. Conference: 2024 Governor’s Energy Summit (West Virginia) | October 29–30, 2024
