This toolkit highlights strategies that utilities and third-party program administrators can use to expand energy-efficiency program participation among all underserved households.

Residential energy efficiency programs can make homes more comfortable and help households save money and energy. However, longstanding inequities have prevented some communities from accessing these programs and receiving benefits. This toolkit highlights strategies that utilities and third-party program administrators can use to expand energy-efficiency program participation among all underserved households. The toolkit offers specific guidance on reaching income-eligible households, renters and residents of multifamily buildings, and rural communities.
