Overview

This template is designed to provide guidance and support to states developing IRA Home Energy Rebates Evaluation Plans.

The purpose of this document is to provide a template(s) for states and territories to use in developing their Evaluation Plans for the Inflation Reduction Act (IRA) Section 50121 Home Efficiency Rebates programs and Section 50122 Home Electrification and Appliance Rebates programs. Consistent with the relevant Program Requirements, states conducting their own evaluations must submit an Evaluation Plan to the Department of Energy (DOE) for each Program (50121 or 50122) within three months of program launch.

This template is designed to provide guidance and support to states developing Evaluation Plans while allowing states flexibility in their evaluation design. Therefore, each program section contains background questions about the overall evaluation approach followed by a section for each evaluation type (e.g., impact evaluation, process evaluation) to provide specifics about timing, objectives, results, and expected approaches. If your state is planning a combined evaluation (e.g., impact and process together), please feel free to refer to earlier sections in your response.
