BPA Welcomes Four New Board Members in 2025

The Building Performance Association (BPA) is pleased to welcome four new members to its Board of Directors, effective September 26, 2025. Each will serve a three-year term, helping guide BPA’s work advancing the home performance and energy efficiency industry. Their collective expertise spans program design, workforce development, training, and advocacy for underserved communities, bringing invaluable perspectives to BPA’s growth and future direction. We are excited to have them aboard and look forward to the fresh ideas and leadership they will contribute.

As we look to the future of home performance and clean energy, the spectrum of challenges ahead is both complex and diverse. It is essential that these challenges are met by organizations led by individuals whose professional expertise and cultural perspectives are as diverse as the issues we face. With that in mind, we are proud to welcome the 2025 Board of Directors Nominations Class: VaShawn Johnson, Alyssa Latuchie, Shane Bulick, and James Metoyer.

Additionally, we extend our deepest gratitude to the outgoing Board of Directors. Their sacrifice, dedication, and innovative spirit provided steady-handed leadership through the pandemic and other defining challenges in our nation’s history. With heartfelt appreciation, we say ‘Thank You’ to Paul Francisco, Emily Levin, Kathe Stewart, Peter Krajsa, Steve Cowell, and Jose Diaz.

Shane Bulick

About Shane’s background: A veteran of the U.S. Marine Corps and Director of Programs at Earth Forward Group, Shane Bulick brings nearly two decades of experience in energy auditing, field staff supervision, building science training, and policy development for residential and commercial energy efficiency projects. He is a certified BPI HEP Energy Auditor and Quality Control Inspector with a degree in Physical and Environmental Geography from Penn State, where he served in numerous ecology research projects in South Africa and San Salvador, supported by the National Oceanic and Atmospheric Administration (NOAA) and the National Science Foundation (NSF).

Shane’s true passion is advocating for underserved communities within energy efficiency and weatherization communities.

What is Shane looking forward to? Shane is most excited to use his role on the BPA Board to amplify the voices of contractors, ensuring they have a central place in program design and implementation discussions. With nearly two decades of experience spanning multiple roles in weatherization, he brings a deep understanding of the contractor experience and the challenges they face. Shane sees contractors as essential to the success of any energy efficiency initiative and is committed to advocating for their role while reminding the industry of its humanitarian impact on the communities it serves.

A fun fact about Shane? He is an outdoor enthusiast and nature lover who loves spear fishing, scuba diving, and teaching people how to snowboard!

VaShawn Johnson

About VaShawn’s background: With more than 13 years of experience in weatherization, including two years as an instructor and presenter, VaShawn Johnson of Indoor Climate Research and Training (ICRT) is recognized for his expertise in health and safety, building fundamentals, diagnostics, and healthy homes. Known for his patience, humor, and supportive teaching style, he has helped countless students succeed while also fostering better contractor relations and client outcomes across the industry.

What is VaShawn looking forward to? VaShawn is excited to gain a deeper understanding of BPA’s Board operations and identify the committees where his skills and experience can have the greatest impact. With extensive field experience in weatherization and a strong ability to connect with people from diverse backgrounds, he values open communication and collaboration as tools to find solutions that work for everyone. His perspective as both a practitioner and an instructor positions him to contribute meaningfully to advancing BPA’s mission while strengthening connections across the industry.

A fun fact about VaShawn? He is a proud grandfather to an 8-year-old boy and two 2-year-old girls!

Alyssa Latuchie

About Alyssa’s background: Alyssa Latuchie, Director of Market Development for Federal and State Programs at Franklin Energy, has built a career translating policy into effective, real-world programs. Since joining Franklin in 2022, she has built strong relationships with state energy offices nationwide to navigate federal funding and ensure programs are both compliant and impactful, particularly for underserved communities. Previously, Alyssa served as a Program Manager at the New Mexico Energy, Minerals, and Natural Resources Department, where she led multiple federal grant programs and united stakeholders from across the political and professional spectrum.

She holds advanced degrees in economics and natural resources and brings a rural Western voice to national energy conversations.

What is Alyssa looking forward to? Alyssa is excited to bring her policy expertise to BPA’s Board, particularly in bridging the gap between well-intentioned policy and effective implementation of it. She sees BPA as a vital connector between policymakers and the workforce, and looks forward to helping strengthen the organization’s ability to do so effectively. Drawing on her experience as someone from New Mexico, she brings a rural perspective that is often underrepresented in national energy conversations, emphasizing the importance of tailoring solutions to the unique needs of rural areas as well as urban centers.

A fun fact about Alyssa? She is an avid knitter! If you catch her or her daughter wearing sweaters, she almost definitely knit them herself.

James Metoyer

About James’ background: James Metoyer, Executive Director of the Oregon-based nonprofit EnerCity Collaborative (ECC), works with youth and adult construction-training programs, community-based organizations, and other nonprofits to help connect people with careers in weatherization, energy auditing, and retrofitting, while ensuring Black and underrepresented communities have access to healthy, sustainable housing. James is also the owner of Advanced Energy Inspections, a residential energy auditing company, where he helps homeowners make the most informed decisions about creating healthier homes, decreasing their energy burden, increasing their comfort, and saving money on their energy bills.

With nearly 20 years of experience, James holds numerous industry certifications and is passionate about both teaching students about energy efficiency and bridging the gap between the medical industry and the built environment to create healthy outcomes.

What is James looking forward to? James is excited to deepen his understanding of BPA’s strategic direction so that he can contribute insights that help underrepresented communities better grasp the impact of the industry’s work. Having worn many hats over nearly two decades, from weatherization installer to business owner to nonprofit executive director, he brings a unique combination of perspectives. His experience retrofitting existing homes, certifying new construction to green standards, and leading a BPI Test Center will enable him to approach this role from different angles and overall contribute to BPA’s growth.

A fun fact about James? He was once a tour guide who gave tours into Yosemite National Park! James loves being in the great outdoors and exploring nature.
