Alyssa Latuchie

Alyssa Latuchie is a translator—of policy into programs and of complexity into clarity. As Director of Market Development for Federal and State Programs at Franklin Energy, she works at the intersection of legislation and implementation, helping to turn legislation like the Inflation Reduction Act and Infrastructure Investment and Jobs Act from dense documents into real-world program design.

Since joining Franklin in 2022, Alyssa has built strong relationships with state energy offices across the country, serving as a trusted partner in navigating federal funding and regulatory frameworks. Her work ensures that programs are not only compliant, but also impactful—especially for communities that are often overlooked.

Before Franklin, Alyssa served as a Program Manager at the New Mexico Energy, Minerals, and Natural Resources Department (the de-facto New Mexico State Energy Office). There, she led multiple federal grant programs and brought together stakeholders from across the political and professional spectrum to get things done.

Alyssa brings a much-needed rural Western voice to the national energy conversation. Based in Santa Fe, New Mexico, she holds a Master’s in Natural Resources and Environmental Economics from the University of New Mexico and a BA in Economics from Kenyon College. Outside of work, she enjoys hiking, gardening, knitting, reading, and chasing her four-year-old daughter, who is objectively adorable. She also lives with a grumpy dog who has strong opinions about mail carriers.
