Arizona Contractor Meeting Recap: July 30, 2025

On July 30, the Building Performance Association hosted an engaging conversation with Arizona-based energy efficiency professionals to break down the latest federal and state updates impacting the industry. This meeting was the forth of five contractor discussions that we are hosting in Arizona this summer. Here’s a quick overview of what we discussed:

Home Energy Rebates
The HEAR program is up and running statewide across all measures and upgrades. The state is currently working to expand a retail pathway that would allow eligible homeowners to receive instant discounts at the point of sale—no contractor required. Implementation challenges remain, but funding appears secure. We discussed what to expect next, including anticipated guidance and the rollout of the HOMES program.

Tax Credits
There were no major updates since our last meeting. The 25C and 25D tax credits are set to expire at the end of this year, and 45L will expire in June 2026. We talked about what that could mean for contractors and how to plan ahead to take full advantage of these credits while they are still available.

Weatherization Assistance Program (WAP)
Though the administration initially proposed eliminating WAP, the House has called for a partial cut rather than a full repeal, which is a small win for the industry. As we wait on the Senate to weigh in, final funding decisions likely won’t land until late fall. We explained what to expect from negotiations when Congress returns after August recess.

ENERGY STAR
Despite earlier threats to eliminate the program, Congress has stepped in to fund ENERGY STAR with bipartisan support. While operations may shift due to reduced staffing, funding appears stable for now. We explored how this could affect contractors in the near future.
