Governor’s Office of Resiliency Launches First Phase of Home Energy Rebate Program

On August 29, 2024, the Arizona Office of Resiliency announced the launch of an initial pilot program under Arizona’s HEAR rebates program. The pilot will initially work through Wildfire and the Western Arizona Council of Governments (WACoG), a community action agency (CAA), to fund emergency replacements of failing air conditioners with heat pumps for eligible residents. The Office of Resiliency plans to expand the program to other CAAs in the near future.
Arizona anticipates launching the remainder of the HEAR program, including both retail and contractor-facing programs, in Q4 2024; a multifamily pilot will roll out in Q1 2025. Arizona is still developing their HOMES program application, and intends to submit the application later this fall. The state’s new rebate program website is here: https://efficiencyarizona.com/. Arizona is the third state nationwide to launch a rebate program (after New York and Wisconsin earlier this year). Arizona has been awarded $76M for the HEAR program, with an additional $76M allocated to the HOMES program.
