BPA State Updates
Arizona & Nevada Contractor Meeting Series Continues
BPA is hosting a series of contractor roundtables in Arizona and Nevada this summer to discuss the status of initiatives such as Home Energy Rebates, relevant tax credits, and incentives. The next roundtable will be held on Wednesday, July 2 at 9:00 AM PT for Arizona and 8:00 AM PT for Nevada. Access the Zoom information for the Arizona meetings here and the Nevada meetings here.
State Industry Updates
Michigan Commits $107M to Infrastructure Workforce Development
Lt. Governor Garlin Gilchrist announced that Michigan will invest up to $107 million to grow its infrastructure workforce through the Building Michigan’s Infrastructure Workforce (BMIW) program. The initiative aims to train 5,000 new infrastructure workers by 2030. This investment supports Governor Gretchen Whitmer’s executive directive to build a skilled, diverse workforce to meet the state’s growing infrastructure needs and leverage historic federal funding. Nevada’s RE-UP Program Surpasses $1M in Loans for Energy Upgrades
The Nevada Clean Energy Fund’s Residential Energy Upgrade Program (RE-UP) has reached a major milestone—providing $1 million in low-interest loans to help Nevada households save on utility bills through energy upgrades like HVAC, solar, and insulation. Launched in late 2023 and focused on low- and moderate-income families, RE-UP expands access to affordable clean energy financing in partnership with the Solar and Energy Loan Fund (SELF). The program has already supported over 50 contractors and continues to grow, helping Nevadans achieve healthier, more energy-efficient homes. Oregon Heat Pump Purchase Program Applications Open
Oregon contractors can now apply to participate in the Oregon Department of Energy’s new Heat Pump Purchase Program, which offers $2,000 in incentives for installing heat pumps in owner-occupied homes, rentals, and new construction. Funded by the federal Climate Pollution Reduction Grant, the program allows approved contractors to reserve and request incentives on behalf of their customers, with all savings passed directly to homeowners. To qualify, contractors must meet licensing, insurance, and safety requirements. Pennsylvania Qualified Contractor Network Launches
The application to join the Penn Energy Savers Qualified Contractor Network is now live. This statewide initiative is designed to help Pennsylvania residents and multifamily building owners save on energy costs through rebates for high-efficiency, all-electric appliances, insulation, air sealing, ventilation, and more. Contractors who join the network will be eligible to perform rebate-qualifying work and gain access to new customers seeking energy-efficient home upgrades. Apply to join the network.
Texas Issues RFP for HOMES & HEAR Implementation
The Texas State Energy Conservation Office (SECO) has released a Request for Proposals (RFP 907-25-1902KW) to secure services for Inflation Reduction Act (IRA) Home Energy Rebates comprehensive program management, administrative services, and implementation. Responses are due by July 10, 2025. These programs have not yet launched, and no contractors have been approved. Learn more here.

Pennsylvania Commercial Contractor Network Meeting
BPA will be present at the Energy Efficiency Alliance’s upcoming virtual contractor meeting this Friday, June 27 at 8:00 AM ET. These informal, quarterly gatherings feature guest speakers from workforce development, state agencies, and energy efficiency organizations, offering valuable networking, tax incentives, and workforce development resources. Discounted Tickets to New Jersey Policy Conference for BPA Contractor Members
BPA Contractor members are eligible to receive a discount on registration for the Energy Efficiency Alliance of New Jersey’s Policy Conference, happening September 10–11 in Somerset, NJ. The special Contractor-Only Ticket will cover attendance for the first day of the conference—September 10—for $275. See conference details here. Washington, D.C. Peace Corps Career Fair
Employers are welcome to join the National Peace Corps Association and Service Year Alliance for the 2025 Peace Corps Connect Career Fair on Friday, July 18 from 10:00 AM–5:00 PM ET. This event—which will be held at American University in Washington, D.C.—will feature talented Return Peace Corps Volunteers and AmeriCorps Alumni professionals who have highly sought-after technical knowledge, unique management and leadership skills, and experience working in diverse and challenging global and local contexts—all of which have been found to align with multiple clean energy and sustainability career paths.
