Maryland EmPOWER Program Funding Update
The House and Senate passed the final negotiated version of the Utility RELIEF Act, sending it to Governor Moore for expected swift signature. The final bill is estimated to reduce the EmPOWER Maryland market-rate energy efficiency programs by up to 50%, but preserve low-income programs. This is a significant improvement over the original proposed cuts of 85%.

BPA was very successful in engaging with Maryland lawmakers, including seven direct meetings and being invited as one of the select panelists at the Senate hearing, but ultimately the bill was moving too fast to allow for nuanced debate on our specific elements of the program. Following expected signature by Governor Moore in the coming weeks, the bill heads to the Public Service Commission to implement; this will be another opportunity to highlight the long-lasting benefits and positive jobs impacts of home performance programs as the Commission considers budget reductions for the next program cycle. 

Leadership in the Maryland General Assembly introduced new energy legislation that would significantly reduce funding for the state’s EmPOWER energy efficiency program. The proposal aims to provide short-term utility bill relief but would dramatically scale back energy efficiency investments across the state.

If enacted, the bill could reduce funding for market-rate electric utility programs by as much as 50% and eliminate all gas utility energy efficiency programs, including incentives for weatherization in gas-heated homes and upgrades to high-efficiency gas equipment. While low-income programs would remain intact, the changes could substantially reduce the number of rebates and programs available to homeowners and contractors.

The Senate will hold a hearing on the bill this Wednesday, March 25th, and it could receive a vote within days.
