Nevada Contractor Meeting Recap: August 27, 2025

On August 27, BPA reconvened energy efficiency contractors in Nevada for a timely conversation about the shifting policy landscape, including the latest on rebates, solar, tax credits, and the federal budget. Here’s a brief overview of what we discussed:

Solar for All

The Solar for All program, which provided grants to fund solar energy systems for low-income households and disadvantaged communities, has hit a significant roadblock. Although $7 billion in federal funds was awarded through the Inflation Reduction Act, the U.S. Environmental Protection Agency (EPA) recently issued a stop order to all grantees. This shift stems from a recent reconciliation bill and has left awarded funds in limbo. We explored why this happened, what it means for Nevada, and why a resolution may take some time.

Tax Credits

With the 25C, 25D, and 45L tax credits set to expire soon, we discussed how contractors might be impacted. Short-term surges in heat pump and weatherization projects and solar leasing may emerge, but long-term impacts are likely without the federal policy support. We shared insights on what may come next and how to prepare.

Home Energy Rebates

Unlike Solar for All, the HOMES and HEAR rebate programs remain intact and Nevada’s nearly $100M allocation remains available to the state. We shared what we expect from upcoming DOE guidance, and how the guidance may ease the process benefitting both contractors and homeowners. Congressional Budget

Congress is currently in recess, so we do not have many new updates to share since our last meeting. We reviewed the state of funding for key programs like WAP, ENERGY STAR, and LIHEAP, and previewed what to expect when budget negotiations resume this fall.
