Last week, the Building Performance Association provided an update to Arizona contractors covering key policy updates in the residential energy efficiency space. 

Updates covered:

  • Potential Repeal of Tax Credits (25C, 25D, 45L) – Current status of proposals to repeal the tax credits and the likely timelines for next steps in Congress; 
  • ENERGY STAR Program – The Administration has proposed eliminating funding and staff for the ENERGY STAR program, but there remains policy support for the program that may mitigate any efforts to eliminate the program;
  • Appliance standards – Discussed appliance standards such as the gas tankless water heater efficiency standard, and the furnace efficiency standard set to begin in 2028;
  • Workforce Training (TREC Program) – Some elements of the Training for Residential Energy Contractors (TREC) program are safe and will continue at the state level, but other portions are likely to see their funding withdrawn; 
  • WAP, State Energy Program, and LIHEAP – Discussed the status of budget proposals and potential significant cuts to WAP, the State Energy program (SEP), and LIHEAP in both the current year and next fiscal year (starting 1 October); and
  • Home Energy Rebates – The Governor’s Office of Resiliency joined to present their latest expansion of the Home Electrification and Appliance Rebates to now include insulation, stoves, heat pump dryers, and other associated upgrades. The discussion covered current processes for contractors to participate and anticipated program changes pending new federal guidance.
