Effectively Integrating Leveraged Resources into Energy Efficiency Programs

Frank Rapley from the Tennessee Valley Authority (TVA) will hold a session titled “Effectively Integrating Leveraged Resources into Programs” with co-presenters Andrew Isaacs, Allegheny Science and Technology, and Dylan Crye, Aptim on Tuesday April 18, 2023, from 2:00 to 3:00 p.m. (PST) at the Building Performance Association’s 2023 National Conference in Seattle, Washington.

The session will highlight ways to successfully integrate new funding sources—through programs created by the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA)—into residential energy efficiency programs.

The presentation will also explain how to use and blend new funding sources without impacting program delivery. Participants can expect to hear about which leveraged or outside funding sources work for both market rate and non-WAP utility based low-moderate income (LMI) programs. During this session, program managers from utility companies will share their experiences partnering with their state energy offices to leverage funding and implement energy efficiency programs.

Tennessee Valley Authority serves as a public power utility with a strong customer-focus that continues to set the Tennessee Valley up for success. It is TVA’s goal to maximize the impact of federal funding coming to the Valley for households, especially for underserved and disadvantaged customers.

TVA’s Home Uplift and Residential Services programs through TVA EnergyRight have a long history of sustainable financing including funds from local power companies, state government grants, nonprofit lenders and more. This means that when federal funding eventually ends, TVA EnergyRight will be able to continue running its programs.

TVA will also share how it is working to prepare for forthcoming funding by positioning its residential energy efficiency programs as vehicles for delivering funding to TN Valley households. TVA is also conducting outreach to local power companies and TVA Quality Contractor Network members to ensure they are aware of forthcoming funding programs and tax credits.

Building on its long-standing relationship with state energy offices, TVA has recently been engaging with state energy offices in the Tennessee Valley to explore opportunities to partner together to implement DOE Home Energy Rebate program funding and is currently responding to DOE’s Requests for Information related to DOE Home Energy Rebate Program.

Meet Frank Rapley

Frank Rapley is the Senior Manager of the EnergyRight Residential group in the Tennessee Valley Authority’s EnergyRight organization. TVA EnergyRight for the Home provides members of the Tennessee Valley with services that help people make the most of their home energy. Rapley has over 33 years of experience in the electric utility industry. He previously led TVA’s energy efficiency program design group and also served as communications manager for TVA’s Customer Resources organization.
