
BPA Announces Contract Focused on Training Pennsylvania’s Residential Energy Contractors

The Building Performance Association (BPA) is proud to announce the award of the Pennsylvania (PA) Department of Environmental Protection’s (DEP) Energy Programs Office (EPO) Training for Residential Energy Contractors (TREC) Program contract.
This program equips Pennsylvania contractors with clear training standards, resources, and pathways to advance their careers. Through outreach in underserved communities, it also connects new workers to training and career opportunities, helping contractors grow their businesses while delivering lower energy costs, improved comfort, and healthier homes across the Commonwealth.
TREC funding will solely focus on heat pump training in an effort to bridge the gap that exists in educating HVAC contractors in this technology. The program will reduce the cost of training contractor employees by subsidizing available training and testing. It will also support HVAC contractors by offering stipends, job placement, and wraparound services.
Through this contract, BPA and the Home Performance Coalition (HPC) are working as dual entities in the role of TREC Program administrator. The three-year contract will be executed in three phases—planning, development and implementation, and monitoring—and involve three additional partners: TixStone Solutions, CareerEquity, and Fierce Creative Agency.
