FY26 Appropriations Update: Funding Increases Finalized for Key Energy Efficiency Programs

On January 23, President Trump signed H.R. 6938—the Fiscal Year 2026 appropriations package containing annual funding for several Federal agencies, including the Department of Energy (DOE) and the Environmental Protection Agency (EPA)—into law.
Thanks to BPA’s advocacy and collaboration with other stakeholders, the package maintains or increases funding for several core programs that support energy efficiency, weatherization, and state-administered EE programs. Specifically, the enacted appropriations package includes the following:
- DOE Weatherization Assistance Program (WAP): $369M in FY26, an increase of $3M over FY25 enacted levels;
- DOE State Energy Program (SEP): $66M in FY26, equal to FY25 enacted levels;
- DOE Residential Buildings Integration (RBI): $65M in FY26, an increase of $5M over FY24 enacted levels; and
- EPA ENERGY STAR: $33M in FY26, an increase of $1M over FY24 enacted levels.
This progress did not happen by accident. In 2025, in the face of proposals to cut or eliminate funding for these key programs, BPA submitted 82 funding requests to 41 Congressional appropriators to push for funding increases for WAP, SEP, and RBI. To support these requests, the BPA policy team convened meetings with 29 Republican and Democratic congressional offices and committee staff, and shared key materials, including BPA’s grassroots support letter that over 700 of you signed and supported, directly with decision-makers. Our policy team invited dozens of contractors to join BPA-hosted calls to make the case directly to Congressional offices: key energy efficiency programs support local jobs and cut home energy bills. Thanks to your support and participation, our hard work paid off.
