Nevada Contractor Meeting Recap: July 2, 2025

The Building Performance Association recently hosted an informational session for Nevada energy efficiency contractors, highlighting critical updates across federal initiatives. This meeting was the third in a series of five that BPA is hosting over the summer for Nevada contractors.

While details continue to evolve, here are key themes we covered:

H.R. 1: On July 1, the Senate passed the “One Big Beautiful Bill,” calling to eliminate the 25C, 25D, and 45L tax credits after the end of 2025. The bill was subsequently passed by the House on July 3. In yesterday’s meeting, we discussed what this unfortunate news means for the future of the energy efficiency industry in addition to potential impacts on the residential market. We also discussed certain surviving commercial clean energy tax credits and new opportunities for leasing models. While the loss of key residential credits is a setback, we discussed how the industry may adapt and why there’s hope for future restoration.

Annual Appropriations: We reviewed the current status of FY26 appropriations and the threats to key programs like Low Income Home Energy Assistance Program (LIHEAP) and Weatherization Assistance Program (WAP). The Office of State and Community Energy Programs (SCEP) within the Department of Energy is also facing significant cuts, and we explained how this will impact current programs. While the administration’s proposal zeroes out funding, we talked about the legislative process ahead, the role of bipartisan support, and why we maintain a positive outlook for preserving these programs.

Home Energy Rebates: We shared the latest on the HOMES and HEAR rebate programs, which are currently awaiting development pending further guidance from DOE, and what the current status means for contractors. The rebates haven’t been targeted for cuts in any of the federal legislation, and should be available statewide once the program is launched.
