Defend State Contractor Training Grants and Home Energy Rebates
February 23, 2026
Update: House Passes H.R. 4758
Today, the U.S. House of Representatives voted 210–199–1 to pass the Homeowner Energy Freedom Act (H.R. 4758). The bill would repeal funding for:
- $200M in State-Based Energy Efficiency Contractor Training Grants
- $4.5B for the High-Efficiency Electric Home Rebate (HEEHR) Program
- $1B for Assistance for Building Energy Code Adoption
If enacted, the legislation would eliminate unspent funding for these programs, impacting energy affordability for households and reducing workforce development and project opportunities for contractors.
To become law, the bill would need to pass the Senate with bipartisan support.
BPA will continue advocating in support of this critical funding. We are collecting signatures on a letter to the Senate opposing this legislation. Add your name to stand with us.
