In 2025, our industry faced uncertainty.
While the Inflation Reduction Act (IRA) was positioned to be a game-changer for home energy upgrades and home performance contractors, we instead encountered funding freezes and program phase-outs. Yet, as this industry has done many times before, we used this uncertainty as an opportunity—to adapt, innovate, and continue delivering meaningful impact in the homes and communities we serve.
This past year demonstrated the resilience of our community. Across the country, professionals in this field continued to show up and advocate for the important work they do every day. In 2025, we welcomed more than 2,800 attendees to the largest conference in our 39-year history. We also released a nationwide jobs report, strengthened our advocacy efforts, partnered with key states, and expanded apprenticeship initiatives that are helping build the workforce of the future.
As always, I am deeply grateful to the many people who make this association what it is. I want to thank our staff, Board members, Allies, sponsors, and volunteers. None of this work would be possible without your continued support.

Mission
To advance a thriving industry delivering improved energy efficiency, health, and environmental performance of buildings. Our current area of focus is existing residential buildings, including multifamily and manufactured homes.

How We Moved the Industry Forward in 2025
Energy Efficiency Apprenticeship Programs Go Nationwide
In 2025, BPA expanded its Energy Specialist Registered Apprenticeship Program (RAP) and added the Home Performance Laborers Apprenticeship program. Together, the two programs give apprentices a set of skills that prepare them for a wide range of energy efficiency careers.
BPA reached a major milestone in 2025 when the U.S. Department of Labor approved the national guideline standards for the Energy Specialist and Home Performance Laborer occupations, opening a standardized, federally recognized career pathway into energy efficiency for workers in every state.
Data-Driven Insights for Workforce and Business Growth
BPA published a report on building the workforce and completed a series of case studies about best practices for energy efficiency businesses.
Powering the Future
Building & Sustaining the Residential Building Workforce in Energy Efficiency
Grounded in data, contractor feedback, and proven practices, the report delivers five strategic recommendations to help State Energy Offices build community-rooted workforce programs that deliver results.
Business Best Practices
After roundtable discussions with 20 businesses across 10 states, BPA selected 11 to feature in a four-part case study series on what’s actually working in residential energy efficiency.
The verdict: businesses that pair project identification, strong onboarding, mentorship, and consumer education are outpacing those that don’t.
This project also delivered training in Building Science Principles (BSP) and Healthy Homes Principles (HHP) to business owners and their employees.

Released the 2025 Energy Efficiency Jobs in America Report
BPA released the 2025 Energy Efficiency Jobs In America (EEJA) report, an in-depth look at national and state-specific workforce data illustrating the continued growth and development of the energy efficiency industry in 2024.
Energy efficiency is the largest energy sector in
39 states and D.C.
BPA also released state-level resources and continued the Faces of EE campaign highlighting professionals across the country.
Simplified Rebate Programs for Contractors in Key States
In Arizona and Nevada, BPA worked alongside state agencies to turn Home Energy Rebate programs from federal policy into on-the-ground reality.
In Arizona, we partnered with the Arizona Office of Resiliency (OOR) and in Nevada, with Energy Foundation. In both states, BPA led stakeholder engagement to ensure contractors and community partners had a voice in how the programs were designed. BPA also provided a direct feedback link once implementation began.
BPA provided clarity on program details, serving as an information source, providing fact sheets for contractors to engage with state energy offices, centralizing information, and bridging communication between contractors and state energy offices. A summer series of contractor meetings kept businesses up to date on rebates, tax credits, and policy changes as they evolved.

Protecting the Programs the Industry Depends On
2025 was a big year for policy changes and shifts in our industry—and BPA stayed at the forefront of it all.
Through sign-on letters, phone call scripts, and customized email templates, BPA gave energy efficiency professionals the tools to defend what matters most: workforce development incentives, home energy rebates, and the 25C tax credit. The result: 1,014 industry professionals added their names to action letters sent to Capitol Hill.

2025 National Home Performance Conference & Trade Show
BPA hosted its largest national conference to date with 2,838 attendees in New Orleans, LA. The 39th annual NHPC brought residential energy efficiency professionals together to explore the latest trends, share best practices, and shape the future of the industry.

2025 New England Home Performance Conference & Trade Show
The 2025 New England conference brought together nearly 300 professionals in the region for two days of region-specific educational sessions, industry updates, networking, and a trade show. This event was hosted November 10-11 in Newton, Massachusetts.
