2023 Impact Report
Our impact report gives a snapshot of the accomplishments we achieved in 2023. Through events, membership, and advocacy, we were able to reach even more members of the building performance industry and provide them with support.
Message from the CEO
Steve Skodak, CAE, CFRE
In 2023, we saw a passion for this industry that we have never seen before.
State Energy Offices invested in our team to complete needs assessments to identify workforce gaps in several states across the country. Industry organizations partnered with us to lay the groundwork for a Registered Apprenticeship Program. The White House invested in our industry knowing that clean energy is essential to a sustainable economy, and we spent the year preparing our association members with ways to use pieces of historic legislation.
In 2023, we put all of our funding to work for the contractors, organizations, and partners we represent. But we also invested inward. We transitioned to a fully remote workforce, we expanded our staff, and we continued work on our policies and practices to create a diverse, equitable, and inclusive association.
As a nonprofit, we cannot do this work without the people who invest in us–both monetarily and with their time. I am incredibly grateful to our staff, Board members, Allies, Affiliates, sponsors, volunteers, and supporters. 2023 showed us that we’re not the only ones passionate about comfortable, healthy, and efficient housing.
As the CEO, I am proud of all of the accomplishments presented in this impact report.

Mission
To advance a thriving industry delivering improved energy efficiency, health, and environmental performance of buildings. Our current area of focus is existing residential buildings, including multifamily and manufactured homes.
Vision
All buildings will provide an energy-efficient, comfortable, healthy, and safe indoor environment.
Accomplishments
Arizona
Amplifying Federal Investments to Benefit Arizona Communities
BPA facilitated direct engagement between contractors and the Arizona Office of Resiliency, supporting education on $156 million in funding from the Inflation Reduction Act (IRA) and $50 million from the Bipartisan Infrastructure Law (BIL). The engagement was designed to educate and amplify the effectiveness of federal investments in energy efficiency and clean energy technologies throughout Arizona.

BPA supports AZ's efforts to deploy over $50 million in the Weatherization Assistance Program (WAP) and other energy efficiency funding from the BIL.
1 Media Campaign & 2 Op-Eds
BPA educates consumers and elected officials on available federal funds from the IRA and BIL, urging them to deploy these funds to transition to clean energy.

Empowering the Clean Energy Workforce in Maine

Contractor Growth and Success
Collaborative Partnerships: BPA's collaboration with Quality Housing Coalition, AmeriCorps VISTA, Peer Mentorship Program, FedCap, Destination Occupation, and NEEP to facilitate effective onboarding and recruitment processes for contractors, enhancing industry partnerships and workforce development.
State Workforce Initiatives
Sowing Seeds for a Clean Energy Transition
BPA actively worked in many states across the nation, with a focus on development in Arizona, New York, Nevada, Kentucky, Ohio, Delaware, Pennsylvania, West Virginia, Massachusetts, Puerto Rico, and Virginia.
BPA and HUD Partner to Create Healthy & Energy Efficient Homes
485+ HUD grantees attended the 2023 National Home Performance conference & Trade Show for education, networking, and professional development.

IRA Guidance & Contractor Education
In July, the U.S. Department of Energy released guidance for the IRA's Home Energy Rebates.
190+ industry pros attended BPA’s IRA webinar series to gain a comprehensive understanding of the Act's requirements, compliance regulations, and best practices for implementation.

Career Development and Skill Building to Equip the Next Generation
Building Science Principles & Energy Inspector Education
Launched Total Building Performance Certificate of Knowledge Pilot Program
Partnered with NEEP, BPI, and Energy Futures Groups, with funding from the U.S. Department of Energy, to create 8 training modules to prepare individuals to plan, assist, and guide deep energy retrofit projects.
DOL Energy Specialist Apprenticeship Program
Designed a 2,000-hour Energy Specialist Apprenticeship and became a contracted intermediary under the U.S. Department of Labor to assist employers in creating and registering this program within their businesses, ensuring all regulatory guidelines and licensing requirements are met.
Strengthening BPA's State Outreach
BPA added 3 new staff members to its State Outreach team to support workforce development initiatives and bolster contracting businesses.
